Abstract

The paper focuses on the performance measurement system in the public sector of Lithuania and the changes that the implementation of results-based management principles has resulted in. The analysis is based on a performance management model which comprises performance assessment, institutionalization of performance data and their usage as the main elements of performance management. For the evaluation of advancements in performance management in Lithuania, the systems of performance management criteria and performance monitoring as well as the experience in introducing evidence-based governance measures are discussed. The changes in strategic planning, the systems of financial and human resources and the outcomes of the institutional framework conversion are also considered. Systematic analysis allows for an overall and integral evaluation of the progress in the public governance. The analysis of the performance management system in Lithuania enables to attribute it to a particular type of performance management and makes it possible to identify the shortcomings in the public governance and the spheres to be improved. It also allows to objectively compare the Lithuanian performance management system with those of other countries and organizations.
