The Lithuanian Public Sector Organisations: The EU-Driven Expansion within the Domestic Arrangements of Autonomy and Control

The paper seeks to assess, whether the EU or the domestic factors had a stronger impact on the proliferation
of public sector organisations and on the degree of their autonomy and control. The results of the
COBRA 2008 survey indicate that the EU was the main driving force behind the setting up of public sector
organisations in Lithuania. The impact of domestic factors (changes in the governing coalitions and macroeconomic
developments) was considerably smaller and not consistent. However, the degree of autonomy
and control of the Lithuanian public sector organisations is largely explained by the dominating continental
European legal tradition rather than the EU pre- and post-accession processes.
