Abstract

Motivation is believed to be one of the most important variables in contemporary human resource
management, both in the private and the public sector. In this paper we try to give a review of different
theories of work motivation. We also provide empirical testing for the hypotheses which can be derived
from these theories. The data for these tests are based on two surveys concerning motivational factors in
the Belgian public sector. These data have been collected by researchers at the Public Management
Institute of the Katholieke Universiteit Leuven over the past ten years.
