Strategic Planning Methods and Management Recommendations for Municipal Institutions

Abstract

The article highlights the advantages and disadvantages of strategic planning methods and their usage possibilities
in the municipal institutions. Determining the deviations between theoretical interpretation of strategic planning
process and its practical understanding, the article gives suggestions for the improvement of cities and municipal
institutions strategic planning methodologies. Suggesting overall recommendations for the strategic planning
and management, there are such areas denoted: the increase of municipal institutions financial resources usage
autonomy, broader and more effective usage of marketing methods, the improvement of inter-institutional cooperation,
and the inducement of innovations.
