Improved Public Administration: Expect the Best

Abstract

Over the years, I have observed that in sports it is not always the most talented or skilled which is successful, but
rather it is often the team or individual others expect to win. It appears as if the expectations of others is a frequent
determinant of success. As a professor of public administration, that conclusion has prompted me to consider whether
this observation has ramifications for improving public administration.
