Strategic Management of Local Government Development: European Integration Guidelines and a Cluster Approach to Public Administration Mechanisms

Abstract

This article examines the strategic management of local development in Ukraine in the context of European integration. It analyses how local development strategies can be aligned with the EU cohesion policy and the multiannual financial framework for 2021–2027. A cluster structure of public governance mechanisms is proposed to support strategic planning, strengthen institutional capacity and improve the compliance of local government with European standards. The study combines documentary, comparative and thematic analysis of the EU legal framework, administrative practice and decentralisation reforms in Ukraine. The results of the study demonstrate that effective strategic governance requires institutional adaptation, integrated planning, digital transformation and evidence-based decision-making. Particular attention is paid to the role of administrative capacity, innovative management approaches and the effective use of EU financial instruments to support post-war reconstruction and sustainable territorial development. The proposed framework offers practical recommendations for improving local governance, strengthening resilience and increasing the readiness of Ukrainian municipalities to participate in future EU cohesion policy instruments.
