Abstract

Empirical survey carried out in municipalities' administrations allows to maintain that personnel specialists, who work in specialized departments, have sufficient experience, hold the executive position, perceive their role as strategic, and are engaged in their work, generate the more strategic attitude towards implemented functions. Therefore, recommendations for the formation of practice characteristic of personnel specialists are formulated in pursuance of implementation of strategic human resource management in municipalities' administrations.
